Being aware of distinctive roles of the Organization of the UNITED NATIONS and the INTERNATIONAL INSTITUTE FOR DIPLOMATIC RELATIONS, we dared to give the power to proceed with the constitutional goals exiting in becoming a Subject of the International law, which in fact IIRD  really is.

For that reason, the original determination of the official seat was overruled, for the definitive choice of a seat fully oriented to the program goals set for the next five year period.
